What is the University Grants Commission of Bangladesh?

The University Grants Commission (UGC) is the main body responsible for overseeing higher education in Bangladesh. It ensures academic quality, advises on university development, and supports research across the country. Established on 16 December 1972, the UGC was formed by a Presidential Order to regulate and guide both public and private universities.

What is the history of UGC?

The UGC has its origins in a Presidential Order from 1973. In 2010, the government announced plans to transform the UGC into the Higher Education Commission (HEC) of Bangladesh. This proposed change aimed to further develop and improve the quality of higher education in the country.

What is the purpose of UGC?

UGC serves as the central authority for all public, private, and international universities in Bangladesh. Its key roles include:

  • Providing funds to government-funded universities.
  • Ensuring quality standards in higher education.
  • Granting approval for private universities to operate.
  • Maintaining the autonomy of universities by acting as an intermediary between the government and institutions.
  • Offering scholarships to talented students.

What is the administrative structure of UGC?

UGC is led by a Chairman and has both full-time and part-time members. The structure includes:

  • Chairman: Syed Muhammed Abul Faiz
  • 5 full-time members
  • 6 part-time members
  • 2 Vice-Chancellors (serving on rotation)
  • 3 Professors from universities whose Vice-Chancellors are not members
  • 3 Government nominees, including the Secretary, Minister of Education, and a Planning Commission member
  • 1 Representative from the Ministry of Finance (at least of Secretary rank)
